No signature, no rights

The council act on behalf of the residents and they have an inescapable duty to do things correctly.

If Finesse have no signed agreement, what right do they have to occupy the leisure facilities they attempt to run?

More importantly, what right do they have to charge us for using them?

My view is that they owe everyone who has paid them a full refund as they are not legally entitled to charge us.

Alternatively, perhaps I could claim I have a gentlemen's agreement with the council to occupy the Hatfield Swim Centre, for example, and then set up a my own ticket office to charge residents for its use.
