The successful defence of the title they won at last year's event emphasises the county's growing dominance in the sport.
And the side, captained by musician and composer Jeff Wayne of War of the Worlds fame, included a number of Times Territory stars in their ranks.
North Mymms cricketer Neil Bamford guided the side to the triumph as the most experienced player in the side along with Welwyn Tennis Club coach Neil Roskilly.
Brookmans Park brothers David and Matt Thomson were making debuts in senior competition, a remarkable feat considering they are still juniors.
Matt is currently ranked fifth on the British junior ranking list and 79th on the ITF junior list.
Hatfield's George Coupland completed the local talent on show, representing the county on a trip over from the US where he studies.
Herts LTA secretary Sybil Howgego said: "It's great that we won again and I am so pleased for everyone who took part.
"We hoped we would win and we did, so now we are hoping the success continues to snowball on and we can continue to win the tournaments.
"We have been the top county now for three months in terms of organisation, so things are looking good for Herts tennis."
The county side won all three of their matches in Group One to finish clear of Surrey in second place.
On day one, they defeated Lancashire 6-3, but the tie didn't go quite as smoothly as the scoreline may suggest.
Bamford, David Rice and Coupland all lost their singles matches.
However, they recovered sufficiently to perform well in the doubles and take the victory.
Day two went somewhat more to plan, with Herts destroying Middlesex 8-1.
Particularly impressive was Hatfield's Coupland, who thrashed Sandy Farquharson 6-0, 6-2.
Brookmans Park ace David Thomson looked sharp in his 6-3, 6-0 victory over Surrey's Eamon Soulsby on day three.
With confidence high Herts saw off the Surrey side which featured former British number one Jeremy Bates 5-2 to claim the championship for the second successive year.
Herts girls, who featured Gosling High Performance Centre starlet Hope Johnson, were also in action in Group 2B at Redbridge.
On day one they defeated Essex 6-3 and day two saw them thrash Somerset 7-2.
But a 5-4 defeat to Middlesex on the final day saw them finish second.
