County president John Hart's team beat their Essex rivals 148 shots to 98 to claim 14 points but it was not enough for them to lift the league.
Surrey finished on top to claim the overall title with Herts second.
In the game Herts won five rinks out of the six played on the day.
The top rink for Herts was that of Harpenden bowler Brian Cowland, Hatfield club member Brian O'Neill, Harpenden man Dave Ratcliffe and once again Cheshunt's Dell Baker.
