Mr Shapps, who is currently holidaying with his family in Turkey, said he had "no idea" why he had been barred.
Speaking to the Welwyn & Hatfield Times from his sun lounger, the Welwyn Hatfield politician said he was keeping in touch the "traditional way" via email.
Asked what his latest Tweet would have been, he added: "Grant Shapps is off to swim with the kids."
The Welwyn & Hatfield Times online is still awaiting a comment from Twitter.
