Welwyn Hatfield Council officers are ready to close down the extra services at the Rookery Caf� in Great North Road, near Welham Green.
Problems began in 2005 when car washing started on the site.
There have also been issues with phone masts, storage trailers, car sales and now the Sunrise Thai therapy centre has set up shop.
