Deputy leader of Welwyn Hatfield Council, John Mansfield, has stood down from his post as second in command of the ruling Tory group.
The long-serving councillor is handing the reins over to Alan Franey, who was voted in unanimously by his peers.
At 80 years old councillor Mansfield has been dogged by ill health and despite battling through he feels he can no longer support leader John Dean as he should.
