Three off-licences in WGC were tested by a 15-year-old volunteer who was refused drink in them all.
Hertfordshire Trading Standards carried out the purchases, backed by Welwyn Hatfield Community Safety Partnership.
Welwyn county councillor Richard Smith said: "It is pleasing to find that shopkeepers are listening to our advice.

"However, we are not complacent and will continue to actively pursue shopkeepers who illegally sell age-restricted goods."
Members of the public can report shops which are selling alcohol to underage customers via Consumer Direct on 08454 040506.
