The proposals were discussed in secret by borough councillors and only came to light this week following a Freedom of Information request by the WHT.
If agreed it would have meant the private contractor taking control of five Welwyn Hatfield-owned car parks, all in WGC; at Campus West, Campus East, Hunters Bridge, Church Road and Osborn Way.
The move was a bid to save cash.
