RESIDENTS unable to cope with the new bin system have started dumping household rubbish into dog mess bins.
A pile of bags was left near one such bin at the junction of Springfield and Stacklands, Welwyn Garden City, and more rubbish was stuffed into the bin.
A Handside Lane resident who saw the mess said: “People are stuffing household waste in the waste bins.
“It’s an absolute disgrace.
“If it’s going to be reproduced around the town it has to be knocked on the head pretty quickly.”
He added: “Unfortunately it is just a teething problem of the new system.
“People can’t cope.”
He also said there should be “better communication” about the new bins scheme.
