County Hall road contractors are being rewarded with millions of pounds for doing a bad job, according to a Welwyn Hatfield councillor.

Councillor Malcolm Cowan has claimed the county council’s “one-off restoration programme”, costing up to £3million, rewards contractors for their poor work.

But the council claims its contractors are exceeding their performance targets.
