A HOUSING developer is set to be taken to court after failing to fulfil its contract.

Barrett Development built flats and shops at Parkhouse Court on the former aerospace site in Hatfield.

But as part of the deal with Welwyn Hatfield Council it promised to provide recycle bins, cycle stands, bins, tables and bollards as well as landscaping.

All flats and all but one retail unit have now been let, but the final touches have not been started.

The council's planning committee will discuss the breach on Thursday night and are likely to recommend taking the matter to court.

A report by Chris Conway, the council's director of strategy and development, states: "It is evident that the developers have been given every opportunity by the council to comply, however, as yet they have failed to do so.

"It is considered that the works which have not been completed are essential to the development.
