Dog mess strewn across village road by louts

HOOLIGANS emptied a dog mess bin across a village road and threw faeces-laden carrier bags into residents' gardens.
The louts struck in Welwyn and left roads near Hobbs Hill covered in waste.
Hertfordshire Highways were called to clean up with a councillor left outraged at the attack.
Cllr Sandra Kyriakides said: “I don’t blame the kids, any child that’s brought up without any kind of consideration makes me feel angry with the parents.
“It used to be just water bombs and that is fine, but bags of dog mess is unhygenic.”
Matthew Kelley, ringway divisional manager at Herts Highways, said: “At 13.39 on Sunday 14 October 2012, we received a report that there was an obstruction of dog litter on the footpath at Hobbs Hill, Welwyn, not far from St Marys School.
“We dispatched a response crew who arrived at 14.25 and cleared the obstruction by putting the bags of dog litter into the dog litter bin nearby.”
