A planning application has been submitted to Welwyn Hatfield Borough Council to change the use of retail premises in the former CeX store at 41 Howardsgate.
The application includes the installation of an extraction system and requests advertisement consent.
In its application, Peckers said: "The proposal represents an appropriate commercial redevelopment of an existing town centre retail unit through its conversion to a restaurant and takeaway use.
"The development: introduces an active commercial use; supports the vitality and viability of Welwyn Garden City town centre; preserves the character and appearance of the building; respects the surrounding Conservation Area; provides inclusive access; enhances customer choice; creates employment opportunities; and delivers a sustainable reuse of an existing commercial premises.
"For these reasons it is respectfully submitted that the proposed development accords with the objectives of national planning policy and the development plan, and that planning permission together with advertisement consent should be granted."
The proposed development includes the formation of a restaurant and takeaway specialising in fried chicken, with a customer seating area, service counter, commercial kitchen, food preparation area, ancillary storage, and staff welfare facilities.
An extraction and ventilation system would be installed, and new illuminated and non-illuminated advertisements are subject to advertisement consent - which is covered in a separate planning application.
The proposal also includes internal refurbishment throughout the premises with the external appearance remaining "largely unchanged"
The only additional floorspace proposed is to the front, creating a small external seating area with a retractable awning, consistent with neighbouring establishments.

A statement submitted with the application also states that deliveries will be managed to minimise disruption to neighbouring occupiers and pedestrians.
This would be the third Peckers restaurant in Hertfordshire, with the business already operating from Hitchin's John Barker Place and Bragbury End in Stevenage.
Each branch boasts 4.7 star and 4.8 star ratings respectively on Google Reviews.
A public consultation into the plans is open until September 29.
