The figure emerged after local authorities and the police authority agreed their individual tax precepts for 2009/10.
People living in Welwyn are the worst affected.
In the case of an average Band D property in the village, the yearly bill will increase by �59.32 to �1,496.61.
In WGC, homeowners will pay an extra �48.82, while in Hatfield the hike is �50.02.
The smallest increase is for the Northaw and Cuffley ward, where tax will go up by �48.51.
The 3.4 per cent rise for Welwyn Hatfield residents was ratified at a special meeting of the borough council on Thursday.
Councillor Alan Franey, executive member for resources, said: "From a borough's point of view this is a very satisfactory council tax."
In North Herts, which incorporates Knebworth, Kimpton and Codicote, the council has raised its precept by an average 3.64 per cent.
Meanwhile, the figures for East Herts, which covers Tewin, Watton-at-Stone and Datchworth will be finalised at a council meeting tonight (Wednesday).
* The council tax bill is worked out by adding together the precepts from the borough or district council, the county council and the police authority, together with any town/parish council levy where appropriate.
Around three-quarters of what you pay goes to the county council.
