Your report states work, lasting a total of two years, is to make it compliant with the Disability Discrimination Act.

Forgive me for sounding cynical, but both the disabled and able-bodied will pass through the tunnel in less than 60 seconds (not at the moment of course).
A few wheelchair ramps or lifts to get people to the surface in case of an emergency in the tunnel?
