Sir - I see Hertfordshire Police Authority has a new chairman - but will it make any difference? The police authority is meant to oversee police policies, priorities and (senior) promotions. From what I see it merely rubber stamps everything Herts Constabulary does. Indeed both the constabulary and police authority have the same email address; this tells me they are one and the same!
