I did not have a camera at hand to witness the event, but I did phone the police station and reported the incident to an officer.
He said a report had been made of what I had witnessed and the officers concerned would be spoken to.
The officer assured me at the time that my complaint would be dealt with seriously and that "It's not one rule for the police and another for the public."
But seeing another officer break the law I am beginning to wonder!!
