Drove a white Peugeot Partner Van while over the drink drive limit in Lemsford Road, Hatfield, on October 21.
Whelan had 64 microgrammes of alcohol in 100 millitres of breath. He also had no insurance or licence and the van did not have a test certificate.
Fined £280. Ordered to pay victim services £30 and £85 court costs. Banned from driving for 18 months.
David Nicholas: 50, of Heayfield, WGC.
Failed to comply with the requirements of a community order in that he failed to attend two appointments in September.
Stole a toy drone worth £34.99 from The Entertainer in WGC on November 18.
Community order to continue.
Fined £40 for failing to comply with the community order.
Fined £40 in connection with the theft. Ordered to pay victim services £30 and £85 court costs.
Andy Esmond: 24, Boundary Lane, WGC.
Damaged an iPhone belonging to another in WGC on October 7.
Assault on a female in WGC on the same date. Commission of a further offence while subject to a conditional discharge order.
Ordered to pay compensation of £340. Fined £120. Conditional discharge order to continue.

Wilfully obstructed a PC in the execution of his duty in Hatfield on August 27, 2016.
Jailed for four weeks because the offences were considered serious due to previous convictions.
Ordered to pay compensation of £272.50, £115 to victim services and £620 court costs.
Tomasz Ciecierega: 29, of Queensway, Hatfield.
Drove a BMW in Stanborough Road, WGC, without reasonable consideration for other users of that road on May 9. He drove at about 50mph in a 30mph zone.
While approaching the roundabout, taking the nearside lane he undertook another vehicle before crossing the roundabout at speed.
Fined £440. Ordered to pay victim services £44 and £85 costs.
Banned from driving for six months. Six penalty points issued.
Lee Shepherd: 40, of Campion Road, Hatfield.
On June 19 and July 2 went to Manor Parade, Hatfield, which he was banned from doing by a criminal behaviour order.
Fined £80 and ordered to pay £80 court costs, plus £30 to victim services.
Casey Jaffray: 39, of Birchwood House, WGC.
Stole a dog from another person in WGC on November 5.
Discharged conditionally for 12 months. Ordered to pay victim services £20 and £85 court costs.
Edris Latifie: 21, of Lark Rise, Hatfield.
Drove an Audi in Watford while over the drink drive limit on November 5. Latifie had 46 microgrammes of alcohol in 100 millilitres of breath. Fined £120.
Ordered to pay victim services £30 and £85 court costs. Banned from driving for 14 months.
