Drove a Vauxhall Vivaro van in Comet Way, Hatfield, when the proportion of a controlled drug, Delta-9-tetrahydrocannabinol, in his blood was 3.7micrograms, exceeding the legal limit.

The offence was committed on November 5.

Bullen was not wearing a seatbelt either.
