Despite massive controversy over a new fee for Welwyn Hatfield garden waste collection, it was sufficiently popular to overwhelm the council’s website when introduced yesterday morning.

Several people complained on social media that they had been unable to pay the £35 annual fee online, and some abandoned the attempt because it appeared they were being asked to pay £95.

Steve Berry, 61, who lives in the Haldens area of Welwyn Garden City, said: “It is a complete and utter muck-up”, after two unsuccessful attempts to pay online and a fruitless phone call to the council.

But a council spokeswoman said the initial glitch had been quickly resolved, and £95 was the combined charge for residents who wanted an extra bin.

She said: “There was a large volume of traffic to our website for a short period early on Wednesday morning.

“This prevented some people from accessing the payment form. It has been resolved and we encourage anyone wishing to subscribe to the service to do so by visiting”

The council’s critics have argued that the charge will harm recycling and increase fly-tipping.
